Abstract:The procuratorial management indirectly promotes the just exercise of procuratorial power by deploying and combining the element which can directly affect or condition the just exercise of procuratorial power. Because the traditional mode of administrative procuratorial management does not conform with the basic requirements of the procuratorial rules，the procuratorial management’s function of promoting the just exercise of procuratorial power has been restricted. In order to make this function work effectively，in the level of macro-management of procuratorial personnel，we must set up the system of classified management of procuratorial personnel and manage the procuratorial personnel with the management mode of judicial officers；in the level of micro-management of procuratorial personnel，we must create the administration records recording the performances and moral characters of procuratorial personnel which can provide objective foundation for the promotion of procuratorial cadres；in the level of procuratorial management，we must deepen the reform on the mechanism of case management and strengthen the supervision over the process of exercising the procuratorial power；in the level of the management of procuratorates at lower levels，we must enhance the procuratorates at lower levels awareness of handling the case and making the decision independently；in the level of the management of procuratorial expense，we must accelerate the process of the reform on the procuratorial expense guarantee system and suppress the administrative interference in the exercise of procuratorial power caused by the localization of expense guarantee. In a word，we must provide highly qualified professionals，efficient decision-making mechanism，effective supervision system and scientific material guarantee system for the just exercise of procuratorial power through the innovations of the related contents in procuratorial management.
