Abstract:Governance of the international climate is not only a special environmental issue，but it is also an extension of the agenda of human development against the background of the new global strategic patterns. As a kind of “mandatory global public goods，” climate-related problems can only be formally resolved by setting up a binding framework for international climate governance. In the context of the modern global economic system，which is composed of developed economies，emerging industrial economies，and the less-developed economies，the focus of international climate negotiations has always been on how to divide and implement the responsibilities of climate change mitigation，adaptation，finance and technology arrangements，and so forth. The year 2015 will be one of the key nodes in such negotiations. After the Kyoto Protocol，the world will again sign a new binding international climate agreement at the Paris climate conference at the end of 2015 that all parties will have to follow. This agreement will be an important milestone in the process of international climate control and will have a profound impact on the future climate regime.
