Abstract:ISIS’s strong expansion attracted worldwide attention in 2014，which made Iraq once again the new hot spot in the Middle East. The current chaos in Iraq has seriously damaged Iraq’s security，stability，even national unity. Should the situation be allowed to deteriorate，the consequences could be disastrous. Faced with this serious challenge，the international community is busy with forming an anti-ISIS alliance on one hand and promoting political reconciliation process and restarting economic and social reconstruction in Iraq on the other. However，both agendas are facing difficulties and the outlook is not so optimistic.
