从“道州制”看日本行政改革的走向

Abstract:The introduction of “Do-Shu-system” in Japan，referring to administrative reform involving integration of prefectures into larger states，has been an integral part of Japanese administrative reform as well as an issue of public concern. The concept of “Do-Shu-system” has not been put into practice since it was put forward in Meiji era. After the end of WWII Japanese government relaunched the introduction of “Do-Shu-system” but ran into frustration. In the 1990s，Japanese administrative reform was faced with the key question whether state centralization or local autonomy should be emphasized. In the first and second terms of Abe administration，The introduction of “Do-Shu-system” used to be seen as a key program to revive Japan under the LDP leadership and was included into the LDP campaign platform in the general election in 2012. However，the “fundamental law of Do-Shu-system” proposed by LDP has been still at the stage of “brewing” since then.
