Abstract:The Abe administration bases its security policy on the “proactive pacifism”. Firstly,Japanese “proactive pacifism” refers to the adherence to Japanese-U.S. alliance,the participation of international affairs and the building of global peace and order in the framework of Japanese-U.S. alliance. Secondly,besides making economic and cultural contribution,through exercising the “proactive pacifism”,Japan attempts to break the restriction of the peace constitution and lift the ban on collective self-defense right. Thirdly,Japan also attempts to abolish those principles on the basis of the constitution such as the exclusively defense-oriented strategy and the three principles of arms exports. The ultimate goal of “proactive pacifism” proposed by PM Abe is to pursue Japan’s “normalization” through escaping from the post-war regime,with lifting the ban on collective self-defense rights as an integral part of the transformation of Japanese security policy,and the revision of laws concerning SDF law and situation of acts of force and Japan-U.S. Defense Guideline as the following action. Abe’s effort of lifting the ban on collective self-defense right has given rise to various political and constitutional disputes. By confusing legal concepts and undermining the constitution through constitutional interpretation,Abe makes preparation for the revision of the peace constitution. The illustration Abe made toward Japanese people is questionable and far-fetched. Lifting the ban on collective self-defense right will help Japan build up military deterrence,protect the American battleship and intervene in the conflict in the neighboring region.
