Abstract:Luoyang，as the capital of cartoon and animation industrial parks，was presenting a good momentum in development with the assistance from the all-around . The cultural industry clusters with local characteristics were taking shape，which played a distinctive and leading role for the local cultural industries. All of these clusters had their special achievements in constructing parks，absorbing investment，building platforms，creating bands and developing talents. While even so，there still existed regrets in policy，innovation，assembly and brand creation. If we want to further promote the parks to develop in a healthy way，we must take effective measures to improve the policy system，strengthen the brand development，support industrial chains and complete training mechanism.
