文章摘要：中国已成为全球离岸服务外包第二承接国家。作为中国第一外贸大省的广东，在承接国际服务外包方面与江苏和北京等省市存在一定的差距，如服务外包的规模小、产业集中度低、区域特色不明显和处在价值链的低端环节等，因此需要从产业规划、发展动力、人才培训和商务环境等多方面入手，有效推进服务外包产业的发展。
