Abstract:As the international war on terror entered a new phase in 2009，a large-scale refugees and displaced population occur in those anti-terrorism “hot-spot” regions such as Pakistan，Iraq and Afghanistan. A new wave of refugees and the displaced has emerged due to the outbreak of war in Gaza，the escalation of armed conflicts in Somalia and Yemen，and the resumption of ethnic conflicts in Sri Lanka and Myanmar. The international financial crisis further worsened the plight of refugees. The developing countries have a heavy burden of refugees while the developed countries hold a barrier policy in contrast to their international responsibilities. The accumulation of global refugees and large-scale displaced population has posed an increasingly serious challenge to international security and regional stability. It remains the target of the international society to strengthen national and regional cooperation and properly deal with the world’s refugees and displaced population.
