安倍经济学“第二支箭”：政策内涵与风险

文章摘要：安倍经济学“第二支箭”号称“机动的财政政策”，其实质是再度改变财政政策基调，由此前的谨慎运作型转向积极扩张型，或者说回归扩张型财政政策老路。第二届安倍内阁执政以来，通过制定和追加预算，加大财政刺激经济的力度。安倍推行扩张型财政政策面临财源萎缩的巨大难题。安倍如何化解这一难题，反复施放“第二支箭”会带来怎样的风险，本文就这些问题进行了分析。
Abstract:Abenomics “second arrow” is called “flexible fiscal policy”. Its essence is changing fiscal policy tone from the previous precaution operation type to the active expand type again，or back into the usual pattern of expansionary fiscal policy.
