文章摘要：日本2007年3月推出了重新修订的国家能源基本规划，它突出地强调了核能的发展，将其作为日本的准自有能源，因而较大幅度地提高了日本能源自给率，并以此为基础调整了今后的能源政策走向。新的能源规划中，日本对外能源战略显现出相对较高的主动性，将要借其在能源技术领域的相对优势，主动参与以亚洲为主要目标的区域能源合作并发挥其影响力，以求保护并主张日本在相关领域的利益。
