Abstract:Constitutional limited interpretation can avoid unconstitutional decision by embedding an escape rule or principle in a legal norm，thereby preventing the tension in the political order and instability of the legal system. Limited by the basis of legitimacy，this method of legal interpretation must also be kept within certain boundaries under different models of constitutional review. Under the Chinese Constitution，the National People’s Congress system and the judicial system can also provide some institutional space for the operation of this method. Especially under the current situation of absence of practical experience in effective constitutional review，this method can enable constitutional values to permeate the entire legal system through the radiation of the legal norm.
