Abstract:>According to IMF forecasts，as at the end of February 2010，the global total of sovereign debt as much as 36 trillion U.S.dollars，by the end of 2011 will increase to 49 trillion U.S.dollars，by 2014 in the developed countries the proportion of public debt will reach 110% on average .Overall，the debt in a manageable size，and in accordance with international practice，the domestic revenue ratio of the GDP，the Chinese government （including local government）has a strong ability to repay debt.However，the debt situation of the major European countries and other developed countries still has a revelation to our country：fiscal revenue and expenditure and the government must adhere to prudent debt management；to strengthen and improve foreign exchange reserves；actively participate in regional and international monetary affairs；adjust and optimize the export structure.
