电子支付案中GATS减让表的条约解释：评析与比较

Abstract:The case of electronic payment is one of the only two special cases related to the interpretation of GATS schedules in WTO history so far. This article wants to analyze the issues of treaty interpretation in this case and to compare other cases related to GATS schedules in order to understand the complexities of treaty interpretation as such，the similarities and differences in comparison with other cases. Based on further comparison with different perspectives in China and abroad regarding treaty interpretation of GATS schedules，this article criticizes the panel’s interpretation of treaty with some reflections，and suggests that China would submit a proposal to WTO decision-making bodies to adopt interpretative notes in respect of interpretation of GATS schedules for dispute settlement，which has institutional significance for WTO.
