上海合作组织农业合作：双边如何带动多边？

Abstract:Since SCO committed itself to promote agricultural cooperation, cooperation in agriculture has become a new driving force in the development of regional economic cooperation. However, as there exists differences of interests among SCO member states, the agricultural cooperation of SCO mainly consists in bilateral cooperation. As a regional international organization, to strengthen and advance multilateral cooperation is a necessary prerequisite for SCO to keep a sustained vitality. Accordingly, this thesis attempts to discuss how to promote SCO multilateral agricultural cooperation from bilateral cooperation, and believes that it is necessary to harness or create conditions for SCO multilateral agricultural cooperation by starting from bilateral cooperation of three dimensions, namely, the directing state, the member states, and the common identity.
