Abstract:Since the Reform of 1978，China’s ocean environmental development has experienced three stages，namely ocean exploration，turning towards the ocean and planning the ocean. This article presents different development conditions during the three periods in three aspects：the oceanic environmental pollution and protection，the changes of oceanic resource condition and the conflict and clarification of ocean boundary. Finally，we probably forecast the future development of Chinese ocean environment. For some serious problems raised in the process of the ocean environmental development，we give some practical suggestions.
