中国海洋经济安全形势分析与展望

Abstract:The objectives of this paper are to define the conception of marine economic security and analyze the situations of marine economic security of China.We consider that marine economic security is a kind of state，the core content of which is to protect the integrality of marine industrial value chain，consistency of marine industrial structure，optimism of distribution of marine resources and sustainable development of ocean.According to this，we can make policies to prevent national marine economic development from the risk of external and internal influence factors.The relevant arenas mainly include marine resources security，marine ecological security，marine environmental security，marine industrial security，security of marine science and technology，security of marine rights and interests，and regulations and capacity of marine affairs controlling.With the complicated situations of the current domestic and international economy，Chinese territorial waters，especially in East China Sea and South China Sea，are confronted with unprecedented challenges due to the wanton encroachment and invasion of other countries.Currently，the primary issues of Chinese marine economic security include inconsistency of marine industrial structure，excessive pressure of marine ecosystem，deficiency of marine technological innovation，recession of international economy and severe marine rights issues，etc..In order to cope with the wide variety of threats effectively，all the Chinese governments and relevant academic and political departments will take appropriate measures to ensure the stable development of Chinese marine economy.
