中国（上海）自由贸易试验区开展水产品集拼业务的检验检疫政策研究

Abstract:The development of fish and fishery products consolidation business in Shanghai Free Trade Zone has a positive impact on stimulating local economic growth，enriching the types and forms of business in the FTA，and improving the policy system of the administration of inspection and quarantine authorities. The risk of epidemic disease transmission（biosecurity risk）and access requirements of aquatic products（administrative licensing requirements），is the two key points of development of fish and fishery products consolidation business process. Through the study of its risk analysis and response measures，it is found that the policy system of fish and fishery products consolidation in the FTA area is relatively perfect. Opening up the channel of the trade pattern of aquatic products in the free trade zone will bring high economic benefits and usefulness of policy benefits to the free trade zone. That will lay a good foundation for the follow-up guidance of this business.
