Abstract:Accelerating the integration of marine economy into the new domestic and international “Dual Circulation” development pattern is the realistic path to build a powerful nation in marine economy. This paper focuses on the “Dual Circulation” development level and coupling coordination degree of China’s marine economy. The conclusions are as following:①The “Dual Circulation” development of China’s marine economy is deteriorating year by year,and the level of external cycle is significantly higher than that of internal cycle. Among them,the Eastern Marine Economic Circle ranks the first,and the internal and external circulation of marine economy are both in the leading position. The internal circulation of marine economy in Jiangsu,Zhejiang and Guangdong are very prominent,and the internal circulation of marine economy in Guangdong is the absolute advantage;②The “Dual Circulation” development of China’s marine economy is in a state of mild imbalance,in which the Eastern,Southern and Northern Marine Economic Circles are near imbalance,near imbalance and moderately imbalance respectively. Among the coastal provinces,Guangdong is barely coordinated,Jiangsu,Shandong and Zhejiang are near imbalance;Shandong and Fujian are mild imbalance,Liaoning,Tianjin and Guangxi Zhuang Autonomous Region are moderately imbalance,Hebei and Hainan are seriously imbalance. In view of this,constructing a unified national market to provide impetus for the “Dual Circulation” of marine economy,building a modern marine industrial system to lay a solid foundation for the “Dual Circulation” of marine economy,and building an important hub of the “Dual Circulation” of marine economy with the construction of global marine central cities are the policy focus.
