Abstract:At present，the demand structure of the elderly is changing from subsistence to diversified services. It is increasingly important and urgent to establish and improve the elderly service system. This paper discusses the role of constructing high-quality pension service system on the development of health industry，summarizes some viewpoints on pension service system research，further analyzes the advantages of constructing high-quality pension service system in Shandong Province，and analyzes some challenges faced by the construction of pension service system in coastal areas of Shandong Province. And put forward to ensure the basic demand，establishing the financial difficulties of low-income elderly elderly endowment service needs assessment system，with a “digital”“wisdom” perfect home endowment service system，make full use of Marine resources，pay attention to build quality such as the development of qualified pension service pension service system countermeasures to promote the development of health industry.
