2022年RCEP推动北京对外投资高质量发展研究

Abstract:The Regional Comprehensive Economic Partnership（RCEP）has energized the regional economic integration，and also brought challenges and opportunities for promoting a high-quality development of Beijing’s overseas investment. To this end，this report examines how the RCEP can promote a high-quality development of Beijing’s overseas investment. Firstly，the report introduces the RCEP and its investment rules，and analyzes the market access issues Beijing faceswhen investing in RCEP countries under these rules. Secondly，the report discusses the basis on which Beijing can promote its overseas investment under the RCEP，including policy foundation，industrial advantages and experience accumulation. Thirdly，the report emphatically analyzes the status quo of and opportunities for Beijing to promote its overseas investment under the RCEP，including the status quo of Beijing’s investment in RCEP countries in 2022，the status quo of RCEP countries to attract foreign investment in 2022，the challenges the RCEP brings for Beijing’s overseas investment，and the opportunities the RCEP brings for Beijing’s overseas investment. Finally，based on the above analysis，this report puts forward suggestions for promoting a high-quality development of Beijing’s overseas investment under the RCEP，including coordinating the overall planning of the whole industrial chain in the region，innovating ways of overseas investment and cooperation，connecting with other countries’ development plans，popularizing the concept of ESG，and interacting with and learning from the Belt and Road Initiative. The purpose of this report is to provide reference for promoting a high-quality development of Beijing’s overseas investment under the RCEP.
