面向“双碳”治理的“数智碳网”设计和实践

文章摘要:党的二十大报告明确提出“积极稳妥地推进碳达峰碳中和”,指出“实现碳达峰碳中和是一场广泛而深刻的社会变革”,“加快发展数字经济,促进数字经济和实体经济的深度融合”。这些重要论述,再次为我们指明了“双碳”战略的方针原则和实现路径。近年来“双碳”工作呈现良好开局,但随着深入发展,“双碳”治理也出现了一些问题和挑战,特别是如何利用数字化手段提升治理水平和协同效率。目前,区块链、物联网、大数据等数智化技术已经逐步应用在“双碳”治理各领域,而元宇宙的发展对于“双碳”治理具有巨大的价值。本报告根据数智化赋能实体经济的研发经验和场景实践,提出以促进数据共享、增强技术融合为目标,建设面向“双碳”治理协同的“数智碳网”,进而向“双碳元宇宙”迈进。同时,围绕“数智碳网”体系架构,提出数字化碳核查、边端上链等多项技术方案,并依托中国移动绿色供应链进行了落地实践,取得了良好的效果。未来,“数智碳网”将继续优化设计,并围绕元宇宙制订长期规划,助力积极稳妥实现双碳目标。

Abstract:The report to the 20th CPC National Congress states carbon emission peaking and carbon neutralization as an extensive and deep social transformation,and need to be carried out in an active and steady way. The report also requires to accelerate the development of the digital economy,and promote deep integration of digital economy and the real counterpart. Such important statement points out policies,principles and implementation paths towards carbon emission peaking and carbon neutralization. Despite a good start is made,carbon emission peaking and carbon neutralization will meet with a series of problems and challenges along with deeper development,especially on how to improve governance level and collaboration efficiency,where lies huge gap behind developed countries.While digital and intelligent technologies such as blockchain,Internet of Things and big data have gradually been applied in various fields relevant to carbon emission governance,the metaverse under development brings enormous potential value. Based on R&D experiences acquired while practicing digital and intelligent technologies to empower real economy,it is summarized that,with promoting data sharing and enhancing technology integration as the ultimate target,a Smart Digital Network for Carbon Emission Management (shorted as SDNCEM hereafter) need to be built,which in turn will evolve into a carbon emission governance metaverse. Meanwhile,based on SDNCEM architecture,fundamental solutions such as digitalized carbon MRV and blockchain-assisted IoT sampling are proposed and then practiced in the green supply chain context within China Mobile,generating quite good results. In future,SDNCEM’s design will be further improved and a long-term evolution plan towards metaverse will be worked out,helping achieving carbon governance targets in an active but steady pace.
