新型基础设施发展现状、挑战与建议

Abstract:Since the concept of “new infrastructure” was first proposed at the Central Economic Work Conference in 2018，the central government has made significant deployments regarding new infrastructure and formed a relatively systematic layout. This article summarizes the connotation of new infrastructure from the view of the infrastructure development history，considering it as an important public foundation for humanity’s advancement into the era of knowledge civilization，with the potential for platform-level advancement. The article also reviews the latest strategic layout of the country regarding new infrastructure，analyzes the recent developments in information infrastructure，integrated infrastructure，and innovative infrastructure in China，and assesses the main problems and challenges currently faced. The article proposes that new infrastructure should adhere to the principle of overall layout，advocate demand-driven scenarios，promote collaborative construction and sharing，strengthen core technological breakthroughs，enhance security protection，and ensure the secure and orderly implementation of the national new infrastructure strategic blueprint.
