In the process of advocating cooperative anti epidemic，the Brazilian federal government has gradually built an international scientific and technological innovation cooperation network in line with its own strategic interests through more active scientific and technological diplomacy. Brazil has strengthened the strategic deployment of international scientific and technological innovation cooperation，expanded the objects of bilateral and multilateral cooperation，and arranged the key areas of cooperation around the priority support for post epidemic reconstruction. Brazil serves its strategic goal of becoming one of the most innovative countries in the world at an early date with a more coordinated and efficient practice of international scientific and technological innovation cooperation.
