Abstract:Currently，with the global data explosion in terms of production，scale and related expenditure，the value of data is constantly highlighted. Countries have increased their efforts to seize data opportunities，fully unlock data value，and drive economic development. Since 2022，multiple countries have deployed data strategies to stimulate the value of data factors at greater speed；meanwhile，data factors are also playing an increasingly important role in war response，supply chain development，energy conservation and carbon reduction；however，global data governance faces both opportunities and challenges. To introduce data as an asset in balance sheets may trigger a new round of data value release，while fragmented data governance and data security issues call for urgent attention and response from all countries.
