Abstract:Based on the characteristics of the development of the digital economy in China，this study is designed to construct the Digital Economy Development Index，an indicator system that takes three perspectives-the digital sector，industrial digitization，and digital governance-and uses official and enterprise data to analyze and evaluates overall digital economy development both in China as a whole and in 31 provinces （autonomous regions，municipalities）. Its results show that as of December 2021，the National Digital Economy Development Index was 130.9，up by 2.4% month on month and 15.3% year on year，suggesting steady improvement. The indexes for first-level indicators-the digital sector，industrial digitization，and digital governance-were 55.8，62.6 and 12.5 respectively，or year-on-year growth of 28.3%，3.8% and 23.8%. In 2021，5G and gigabit broadband developed with explosive growth，with the number of 5G base stations and gigabit broadband users increasing by 98.5% and 440% respectively year on year，demonstrating significant boost on the overall Digital Economy Development Index.
