文章摘要:2020~2022年全球深受新冠疫情影响,整体贸易状况持续低迷,中国货物贸易和服务贸易显示出强大韧性,数字贸易为服务贸易增长提供了新动能。中国服务贸易呈现总体规模稳步扩大、逆差大幅缩小、结构持续优化、伙伴日趋多元、数字贸易发展势头迅猛的显著特征。同时,中国服务贸易发展面临培育新兴服务贸易国际竞争优势、平衡数字贸易监管与开放和提出国际数字贸易规则的“中国方案”的挑战。“十四五”时期,中国服务贸易发展应把握区域贸易协定实施、对外开放平台网络逐渐形成、服务贸易创新与服务业开放协同并进的机遇。为推动服务贸易高质量发展,建议提升服务贸易便利化水平,改善服务贸易发展的营商环境;培育“中国服务”品牌,提升中国服务贸易国际竞争力;完善国内数字贸易法律法规体系,积极参与国际数字贸易规则制定;“双碳”目标与服务贸易互促,推动服务贸易绿色转型。

Abstract:From 2020 to 2022,the world was deeply affected by the COVID-19 epidemic,and the overall trade situation continued to be depressed. China’s trade in goods and services showed strong resilience,and digital service trade provided new impetus for the growth of service trade. China’s service trade shows the remarkable characteristics of steadily expanding overall scale,significantly narrowing trade deficit,continuous optimization of trade structure,increasingly diversified trading partners,and rapid development momentum of digital trade. At the same time,the development of China’s service trade faces the challenge of cultivating the international competitive advantage of emerging service trade,balancing the regulation and opening of digital service trade,and proposing the “China Plan” of international digital service trade rules. The development of China’s service trade during the “14th Five Year Plan” period should grasp the opportunities of the implementation of regional trade agreements,the gradual formation of the network of opening platforms,and the synergy of service trade innovation and service industry opening. In order to promote the high-quality development of service trade,it is suggested to improve the facilitation level of service trade and improve the business environment for the development of service trade;Cultivate the brand of “China service” and improve the international competitiveness of China’s service trade;Improve domestic digital trade laws and regulations,and actively participate in the formulation of international digital service trade rules;“Double carbon” and service trade promote each other and promote the green transformation of service trade.
