数字技术推动中国离岸服务外包产业升级路径研究

Abstract:As a form of service trade，offshore service outsourcing reflects the global division of labor in the service industry，with the characteristics of high technology content and high added value. The scale of offshore service outsourcing in China has continued to grow，the structure has been continuously optimized，and the market scope has gradually expanded. The global offshore service outsourcing industry has huge market potential，especially under the post epidemic era，the global offshore service outsourcing execution volume will further expand，and the market competition in the offshore service outsourcing industry is becoming increasingly fierce. So it is necessary to enhance the competitiveness of the offshore service outsourcing market，especially in the context of the rapid development of the digital economy and digital trade，using the digital technology to upgrade the offshore service outsourcing industry is required. Specifically，digital technology promotes the upgrading of the service outsourcing industry through four aspects：improving the efficiency of offshore service outsourcing，optimizing the structure of the offshore service outsourcing industry，accelerating the integration of the offshore service outsourcing industry，and promoting the global layout of the offshore service outsourcing industry. While digital technology creates conditions for the upgrading of offshore service outsourcing industry，it also poses new challenges，such as insufficient digital infrastructure，lacking of digital talents in compound offshore service outsourcing，lacking of unified rules for global digital offshore service outsourcing. In order to realize the upgrading of the offshore service outsourcing industry with the help of digital technology，the government should increase policy support by optimizing government services，promoting the construction of public service platforms，and improving the layout of domestic and foreign markets；enterprises should enhance their core competitiveness by innovating the thinking and mode of offshore service outsourcing，accelerating digital transformation，and enhancing their soft power；the industry should optimize the industrial environment by strengthening the construction of standard systems，developing new models and formats of digital offshore service outsourcing，and strengthening the training and introduction of digital service outsourcing talents.
