Abstract:Under the Abe administration，Japan actively carried out diplomacy with Russia，and bilateral relations have warmed up. After Yoshihide Suga took office，Japan returned to its traditional diplomacy with Russia，attaching importance to the politics and security aspects，which cooled down the bilateral interaction between Japan and Russia. After Fumio Kishida became Prime Minister，Japan further has changed its moderate foreign policy towards Russia and the stance of not taking sides with great strides between the U.S. and Russia，and meanwhile adopted tough foreign policy towards Russia following the way of U.S. and Europe，which also caused a serious retrogression in Japan-Russia negotiation over territorial issues and signing a peace treaty. In the current context of Russia-Ukraine conflict，Japan has continued to follow the U.S and European countries to impose sanctions against Russia，which has led the Japan-Russia relations to the “freezing point”.
