Abstract:The increasing narcotics-making in the “Golden Triangle” area demands continuously supplies of materials used in narcotics-making，therefore a large number of materials used in narcotics-making have been illegally mobilized from Yunnan to aboard，which has brought severe challenges to the control of materials used in narcotics-making in the frontier areas of Yunnan province. With the implementation of “one belt，one road” initiative，the southwest border areas have gradually become the radiation center for South Asia and Southeast Asia. The opening of the southwest corridor has brought the smooth flow of import and export trade. As a large chemical country，how to better strengthen the control of chemicals to ensure the legal purpose of usage of chemicals，so as to make it to serve economic construction on one hand and prevent illegal mobility of it on another hand，which has been being an important issue to China. In order to fully implement the central government’s decision and deployment on drug control，adhere to the new development concept，and combine special treatment with systematic，comprehensive，law-based treatments and treatment at the source，this paper focuses on solving the obstacles and disadvantages existing in the fight against the crime of smuggling drugs on the factual situation in the border areas of Yunnan，and puts forward modernized prevention and control countermeasures to illegal mobility of materials used in narcotics-making，and a beneficial exploration for the construction of the supervision system of all factors in narcotics-making in China.
