Abstract:As precursors，raw materials and chemical additives for the manufacture of narcotic drugs and psychotropic substances，effective control over precursor chemical is the “bull’s eye” for solving the drug problem，and it’s role in anti-drug work is becoming increasingly important. The dual nature of precursor chemical is that on the one hand they can meet the normal and legitimate needs of pharmaceutical，health，chemical and other related industrial sectors，and on the other hand they can be easily used to manufacture drugs. How to ensure the legal production，operation，purchase，use and transportation of precursor chemical，and at the same time avoid the flow of chemicals into the wrong hands for drug production and rapid response to “non-listed chemicals” is an urgent and difficult problem to be solved. In order to solve such problems，extraterritorial countries attempt to respond legislatively or improve regulatory measures and have achieved some success. China’s system of control of precursor chemical should be based on China’s existing control system，with appropriate reference to overseas experience and reasonable solutions，with a view to seeking a balance between “rational use and prevention of proliferation” in favor of the former for the control of precursor chemical without drastically changing the existing control system and measures of precursor chemical.
