Abstract:The illicit diversion of precursor chemicals has posed a major threat to the global drug situation. The implementation of the United Nations Convention against Illicit Trafficking in Narcotic Drugs and Psychotropic Substances of 1988,especially Article 12,provides the international community with the principles and mechanisms for the international cooperation and control of precursor chemicals frequently used in the illicit manufacture of narcotic drugs and psychotropic substances. As the global focal point for the control of precursor chemicals,the International Narcotics Control Board(INCB)has carried out work as mandated by the Convention and thus established an effective and well-functioning global control system of precursor chemicals through continuously expanding the scope of scheduling,strengthening process control and implementing a series of specialized operations and projects,addressing the problems of diversion,illicit manufacture,trafficking and abuse of precursor chemicals as the scheduled or non-scheduled substances in the International Special Surveillance List. This global control system strikes a balance between the need to prevent diversion for illicit purposes of drug manufacture and free trade and circulation for licit purposes through scheduling and monitoring the international trade of precursor chemicals,thus becoming a basic component of the global strategy against drug abuse and trafficking. At the same time,it is undeniable that the continuous large-scale emergence of designer precursors,pre-precursors,intermediates and non-scheduled substances,the domestic diversion of precursor chemicals,the regional imbalance in the control of precursor chemicals are posing increasingly serious threats and challenges to the global control of precursor chemicals. The international community must address this problem,optimize the global control system of precursor chemicals,and promote the global,regional and national linkage mechanism.
