Abstract:The Republic of North Macedonia，which is at the intersection of multiple civilizations and religions，has formed a complex socio-cultural form of multi-ethnic，multi-religious and multi-identity under the combined effect of geographical and historical reasons. Under the impact of the COVID-19 epidemic，the more prominent challenges are how to strengthen the social cohesion of multi-ethnic countries，formulate coherent cultural policies and cultural development strategies，build a holistic citizenship identity through the development of more inclusive social systems in order to cope with divisive political speech and outside interference. The COVID-19 epidemic has begun to have a continuous impact on the public finances of the government of the Republic of North Macedonia. Under this influence，the government of the Republic of North Macedonia has slightly reduced its budget in the cultural sector in year 2021. With limited budgetary resources，by formulating cultural project funding plans，supporting and organizing various cultural activities and other measures，the Ministry of Culture of the Republic of North Macedonia tries to solve the most prominent problem in the country’s cultural development，which are：how to strengthen the cultural cohesion of the society of a multi-ethnic country，how to continuously promote talent development in the country，and how to formulate a coherent set of cultural policies and cultural development strategies. On the other hand，the Republic of North Macedonia continues to strengthen bilateral，multilateral and cultural exchanges and cooperation with various international organizations，and actively displays its traditional culture on the international stage.
