国际城市发展的新赛道与新维度（2023）

Abstract:Facing the new situation of the post-COVID-19 global economy and society recovery phase in 2023，world cities will focus on exploring a new track for the transformation of urban functions and development at the intersection of the two functional dimensions of hub and innovation. The relevant track embodies the combination of basic，mid-range and high-end elements with multi-level innovation factors. It mainly covers international high-end manufacturing systems，land and space allocation reform，commodity trading center，fintech highland，global talent hub，green finance highland，art finance development cluster area，offshore financial node，composite function science City，international cultural metropolis core area，digital twin city system，open innovation urban area，digital cultural innovation cluster area，data trading Heart，as fourteen development direction. This paper summarizes the characteristics of fourteen new racetracks and the current practice and exploration trend of international cities. It further analyzes the trend of international cities’ transformation from a new dimension focusing on social equity and contributions to civilization under the traction of new development needs and the gradual maturity of the existing two-dimensional functional system. Based on the follow-up study of the changes in the planning perspective of New York，London，Tokyo and Paris in the past 20 years，the characteristics and conceptual connotation of the new three-dimensional functional system of international cities are illustrated.
