借助进博会建立中小企业政策性金融机构研究报告

Abstract:SMEs that account for 90% of enterprises in China have long been faced with great financing difficulty and high financing cost，which gravely hinders their development. China International Import Expo （CIIE）brings an opportunity of learning and product upgrading，as well as the challenge of fierce competition to SMEs. The procurement demands of enterprises and the resulting cooperation opportunities all need financial support. This is driven by the intrinsic development motive. However，inherent weaknesses of SMEs are very likely to result in market failure in financing. The government should establish a policy-based financial institution that is specially responsible for SME financing as soon as possible，and make it a powerful booster for SMEs to grab the opportunity of CIIE. In light of the financing demands of SMEs brought by the CIIE，the effects of various supportive measures for SME financing，and foreign experiences，the report proposes suggestions for promoting the development of policy-based financial institutions for SMEs.
