Abstract:From the perspective of Northeast China region，the report analyzes the feasibility of China International Import Expo promoting Shanghai’s opening-up to Northeast China based on differences and cooperation demands of Shanghai and Northeast China in location resources，economic resources，economic functions，natural resources，human cost，and land cost. The CIIE accelerates improvement of Shanghai’s high and new technologies，which is conducive to promoting industrial gradient transfer；the CIIE guides Shanghai’s integration of primary industry resources，which is conducive to deepening supply-side reform in Northeast China；focus on supporting the tertiary industry in Northeast China can strengthen the demonstration effect of Shanghai’s opening-up internally；the CIIE promotes Shanghai’s integration into regional cooperation in northeast Asia，which is conducive to improving Shanghai’s international radiation. The report proposes the suggestion of seizing the opportunity to promote Shanghai’s opening-up to Northeast China：to perfect systems，mechanisms，policies，and regulations for Shanghai’s opening-up internally；to perfect software and hardware conditions of Northeast China，and promote free trade zone and port construction；to establish a cadre exchange mechanism and a comprehensive performance appraisal mechanism，develop innovative talents，appraise political achievements in a linked manner，and moderately open employing power.
