Abstract:In 2021，laws，regulations and policy guidelines related to Artificial Intelligence continued to emerge worldwide，achieving a breakthrough from “rule-making” to “implementation”. This paper examines the macro-level situation of AI governance in the context of the new globalization by reviewing 120 AI governance texts drafted，discussed，adopted，published，and in force in 2021. It discusses the similarities and differences in the governance approaches of the three key issues of platform computing laws and regulations，personal data use，and human labor in the age of intelligence in different texts，clarifies the measures and progress taken by countries and regions，led by China，the European Union，and the United States，in promoting the safe，reliable，and trustworthy development of Artificial Intelligence. We can then regularly recognize the trend of AI governance toward “professionalism” “auditability” and “standardization” as well as the global political games and governance competition in the process.
