中国社会管理智能化中的“中观规则”设计

Abstract:Smart technology offers new clues and space to digital government affairs and social management. By analyzing the process of how digital technology transforms the model of government affairs，from administration value angle and the reform of governance model one，it is fully-understood that how the mechanism of the application of smart technology for improving efficiency in social management works. By analyzing typical cases of smart social governance，the key concerned elements for the smart technology-applied social management are summarized. And a general model for the application of smart technology is introduced. All that mentioned is conducive to set scientifically the top-level design and meso level rules for the smart social management，which is beneficial to improve the level of delicacy governance.
