北京市打造全球数字经济标杆城市政策体系研究

Abstract:Under the new normal of global digital economy development，data elements have become a new point of contention in international competition，the trade nature of the digital economy has been further enhanced，the digital economy and the real economy have been deeply integrated，and technological innovation has been accelerated through openness and coordination. Enterprise competition has changed from product technology competition to business model competition. The digital economy mainly promotes the high-quality development of the region by improving production efficiency，expanding the boundaries of division of labor，creating high-quality employment，and strengthening the accurate matching of supply and demand. Building Beijing into a global digital economy benchmark city will stabilize the momentum of economic growth，strengthen the positioning of Beijing’s “four centers”，accelerate the construction of Beijing’s “two districts”，expand employment space，and promote green and low-carbon transformation. In the development of the digital economy，Beijing has the basic conditions and advantages of increasing policy support，long-term high investment level，sufficient driving force for R&D and innovation，gathering of leading enterprises，continuous deepening of international opening，leading data sharing across the country，and strong digital application foundation. To build Beijing into a global digital economy benchmark City，Beijing needs to accelerate the layout of key “industries + regions”，strengthen the connectivity of integrated infrastructure，build a technology integration and innovation system，optimize the investment promotion channels of the digital economy，and promote the upgrading and expansion of new consumption. Based on the research on the current situation and path of the development of Beijing’s digital economy，we will further promote the development of industrial digitization and new digital industrialization by building a high-level digital supply chain and industrial chain，actively participate in the formulation of international digital trade rules，ensure the safety of cross-border data flow，increase financial and tax support，help enterprises in the digital economy to innovate and develop，improve policies and regulations and supporting links，and establish a data element governance system，Build a public service platform for the whole society’s data circulation，create an inclusive and innovative development environment，increase the support for talents，formulate a digital economy talent training plan，build a policy system for Beijing to build a global digital economy benchmark City，form a development force，and accelerate the construction of a global digital economy benchmark city in Beijing.
