2017年湖北省公共文化服务体系建设报告

Abstract:2013-2017 is a five-year period of systematic construction and improvement of public cultural services in Hubei Province and a five-year period of great cultural development. With the great attention of Party committees and governments at all levels and the strong support of relevant departments，the construction of Hubei public cultural service system has achieved remarkable results. The guarantee mechanism of cultural undertakings，infrastructure，digital services，especially the construction and service of public libraries，art galleries and cultural stations，have made considerable progress. However，in the process of the development of public cultural service system，there are also some problems，such as the imperfect financial guarantee mechanism，the shortcomings of grass-roots public cultural facilities，the insufficient support of personnel，and the low efficiency of public culture. Therefore，we should take effective measures to promote the construction of public cultural service system in Hubei from the aspects of increasing investment，talent team，information construction，brand strategy，evaluation system and grass-roots cultural base construction.
