Abstract:Establishing and improving a long-term mechanism for comprehensive supervision of the tourism market and fully implementing the administrative law enforcement responsibility system are the goals and requirements of the comprehensive tourism law enforcement reform. In a pilot reform in Yixian County，in accordance with laws and regulations，it integrates law enforcement resources，and establishes a comprehensive law enforcement bureau for tourism management；constantly explores the creation of a unified complaint platform，law enforcement entities with clear rights and responsibilities，a professional and efficient processing system，a sound and perfect supervision system，and a scientific and reasonable assessment and evaluation working mechanism，thus providing replicable and popularized experience. The county’s law enforcement reform practice has proved that for promoting comprehensive tourism law enforcement reform and the improvement of law enforcement effectiveness，strengthening organizational leadership is the guarantee，adhering to the principle of consistent power and responsibility is the cornerstone，focusing on the construction of law enforcement work mechanisms is the key，and focusing on the tourism market order to effectively maintain and promote high-quality development is the key point. In order to achieve the goal of maintaining the prosperity and stability of the tourism market put forward in the 14th Five-Year National Tourism Development Plan，it is necessary to continue to promote the reform of comprehensive tourism law enforcement，innovate the way of tourism law enforcement，carry out the standardization construction of comprehensive tourism law enforcement，and strive to improve the level of administrative law enforcement and create an upgraded version of comprehensive law enforcement for county tourism.
