2021～2022年海南自由贸易港数据跨境安全有序流动制度研究

Abstract:Promoting the safely and orderly cross border flow of data across borders is the requirement of the “Overall Plan for the Construction of Hainan Free Trade Port”，which conform to the strategic requirements of China’s institutional opening，and satisfy the inherent requirements in digital revolution. Hainan Free Trade Port has made several progress since its establishment，including promoting the opening of telecommunications services，expanding the capacity of digital enterprises，consolidating infrastructure construction，actively exploring security data pilots，improving laws and regulations on data flow，etc. However，several problems still exist in Hainan Free Trade Port. Therefore，the following suggestions are put forward，for example，build up international rules on cross-border data flow，accelerate the cultivation of domestic digital enterprises，accelerate the construction of infrastructure，attract talents in digital area and so forth.
