Abstract:Promoting liberalization and facilitation of cross-border capital flows is one of the key areas in the construction of Hainan Free Trade Port. Based on the task objectives of theMaster Plan for the Construction of Hainan Free Trade Port before 2025，this paper summarizes the objectives，tasks，construction process and promotion ideas of liberalization and facilitation of cross-border capital flows of Hainan Free Trade Port. Specifically：Firstly，The Master Plan refers to the “liberalization and facilitation of cross-border capital flows”，which mainly includes four contents，namely “establishing a multifunctional free trade account system”“facilitating cross-border trade and investment capital flows”“opening the financial sector wider to domestic and foreign markets”“accelerating financial reform and innovation”，and points the arrangement of the steps and phases. Secondly，The paper introduces the progress of Hainan Free Trade Port in promoting liberalization and facilitation of cross-border capital flows，including the construction achievements of cross-border trade settlement facilitation，cross-border investment and financing system integration innovation，financial products and services innovation，financial risk prevention system. Thirdly，It clarifies the ideas for promoting liberalization and facilitation of cross-border capital flows of Hainan Free Trade Port，including strengthening institutional integration and innovation，improving supporting financial legislation，and improving cross-border financial service capacity，etc.
