2021年中国互联网治理发展研究报告

Abstract:The year 2021 was the first year of the 14th Five-Year Plan. China’s digital economy and digital society have continued to advance，and its internet governance system and governance capacity also have made huge improvement. This report first summarizes the basic characteristics of China’s Internet development and the basic background of Internet national governance in 2021 from the prominent changes in Internet users，the strengthening of Internet dependence and the development of online video industry. Secondly，the important progress of China’s Internet governance in 2021 is elaborated from five aspects：digital government construction，improvement of laws and regulations，Internet governance law enforcement，Internet protection of minors and algorithm-based governance. Finally，this paper also puts forward five directions for China’s Internet governance in the future：improving the regularized and well-targeted steps platform supervision system，implementing the network protection of teenagers，especially of the rural teenagers，exploring the mechanism and path of regulation of algorithm，and promoting the implementation of the digital rights of the elderly.
