Abstract:Russia is an important innovative country with sound STI foundation. The Russian government attaches great importance to science and technology，and leverages the significant role of science and technology in the country’s economic and social development. In the face of unfavorable factors such as COVID-19 pandemic and global economic headwinds，the government has introduced a series of policy measures to develop science and technology. R&D investment has continued to rise，and the number of R&D institutions，research papers and PCT patents has increased as well. Progress has been made in the development of biomedicine，advanced manufacturing，aerospace，and high energy physics. Technology has played an important role in dealing with the COVID-19 pandemic in Russia. The country has carried out sound and stable S&T cooperation with BRICS members and other countries. In the fields of new industrial revolution such as information，manufacturing，energy and biomedicine，Russia has issued industry development plans to drive STI development.
