Abstract:BRICS countries witnessed a substantial improvement in the adoption of information technologies between 2007 and 2019，with four countries seeing a notch up. Among the five BRICS countries，Russia has the highest ICT access index，while China and South Africa are making the most significant improvement in ICT access；China’s ICT application index has increased almost fivefold，and China overtook Russia in 2015 to have the highest ICT application index；more than 80% of Russian citizens are able to communicate and work on the Internet，and that skill has been mastered by more than 60% citizens in Brazil，China and South Africa；Russia and Brazil have always been front-runners in terms of information development，followed by China and South Africa. ICT access index at BRICS countries exceeded global average in 2015，and the achievement is mainly a result of Internet infrastructure construction and wide Internet penetration. Analysis shows that information development index of a country is positively correlated to the amount of SCI papers in the field of information communication，and has little to do with the country’s per capita GDP.
