日本“地方创生”政策探析

Abstract:In September 2014，Japan launched a new rural revitalization policy，the Regional Revitalization Policy System，with “town”，“people” and “work” as the three major objects，and two issues of “Town，People and Work Revitalization Comprehensive Strategy” as the main contents. Japan has built a system of the whole chain of law，organizational mechanism，division of responsibilities，data support，implementation effect and evaluation mechanism，as well as the vision，object，goal，concept，principle，implementation policy and financial support related to the policy contents. The Japanese government seeks to make breakthroughs on the core issues of economic and social development，such as population decline，monopolar centralization in Tokyo and local economic decline. The Japanese government also provides strong support for the Regional Revitalization reform in the areas of information，human resources and finance and taxation，and other policy areas. Because of the characteristics which focuses on serving the national economic growth strategy，and political attributes of Japan’s Regional Revitalization policy，the policy effect of the first phase has not yet appeared. Japan should analyze the existing substantive achievements and cases，seize the opportunity of the development and economic integration of East Asia，and truly create an administrative and economic environment for local areas to give full play to their own characteristics and advantages，so as to realize the sustainable revitalization of regional areas in Japan.
