“农协”对解决日本“三农”问题发挥的作用分析

Abstract:The Japan Farmers’ Association（JFA）was established by the U.S. occupation forces and the Japanese government as a farmer-based organization after the war，with the initial aim of democratizing and modernizing agriculture. After more than 70 years of development，the JNCA has grown from an organization with a dual political and economic role at its founding to a powerful economic organization serving farmers with integrated production，marketing，and finance. In particular，the three agricultural issues of “improving agricultural productivity，increasing farmers’ income，and narrowing the income gap between urban and rural areas”，which were first proposed by the Japanese government in the 1960s，and the new three rural issues of “food，agriculture，and the countryside”，which are facing in the 21st century，have become major issues. The agricultural association has played a significant role in solving these issues. Under the Abe cabinet，the government has strongly demanded the reform of the Council of Agriculture，and its political function has been weakened while its economic function has been strengthened. It has played an important role in solving the problem of hollowing out of the Japanese countryside，branding agricultural products，and modernizing agriculture.
