Abstract:With the development of digital technology and the application of data elements，the connotation and extension of digital economy have been expanded. From the perspective of hierarchy，digital economy is a collective term for economic activities such as consumption，circulation，and production of digital and digital products and services，which can be divided into new infrastructure layer，new production factor layer，new ecological environment layer，new real economy layer and new economic form layer. Along the technology-economy path of interconnection，empowerment，integration，transformation and innovation，data becomes a key factor of production. New technologies and new infrastructure reshape the business form of digital economy，and digital platforms become a new organizational model for resource allocation after enterprises and markets.
