2019年意大利非常规移民问题与政策述评

Abstract:This essay reviews the Italy’s Irregular Immigration Policy in 2019 and analyzes its achievements and limitations. In the first place，it provides a brief review of the irregular immigration issue on the Central Mediterranean Route since 1970s，especially its evolution and the measures of the Italian authorities before and after the Migration Crisis. And then，our analysis of Italian Immigration Policy is conducted in three different aspects. The analysis shows that by issuing Salvini Decree Bis，the Lega made good propaganda and conquered more power within the cabinet and，nevertheless，accelerated the collapse of the coalition government. The strict measures against immigrants could not send them out of Italy but restrained them from integrating and created threats to public security. Whether with their ports closed or open to the NGO ships，the Italian leaders’ aim continues to be seeking the redistribution of immigrants among EU member states and pursuing a reform of the Dublin System. The new redistribution plan seems promising；however，its future remains unpredictable. Migratory flows have been significantly curbed thanks to Italy’s cooperation with Libya and Tunisia，but little progress has been made in coercive deportation collaboration.
