2015~2021年负面清单管理模式在我国文化贸易领域的实践研究

Abstract:Negative-List Approach，which means that market entities can do anything that is not prohibited by law，is an important grasp of Opening-up based on rules and related institutions. It has played a driving role in the gradual opening-up of the cultural industry，and also a balanced role in the process of economic globalization on key issues such as cultural，industrial and national security. Therefore，the research object of this paper is eleven Negative-Lists，which are divided into two categories or three sheets，implemented by China from 2015 to 2021. And the conclusion is that although the number of restrictive measures related to cultural trade has been reduced and the length of the list has been greatly shortened，Negative-Lists’ format and content should be further optimized and improved. Moreover，China should continuously promote the digitization of cultural trade，adjust institutional arrangements，improve the legal environment and actively realize international docking of Negative-List Approach.
